Rae's assessment of upcoming bills through Metro - RE BL2025-846/RS 2025-1351,1352,1355,1358,1359//BL2025-897,906,907,898
Hello BRANDON AND ALL COUNCIL MEMBERS
Since you will be voting on several matters of concern below is my opinion and questions about some matters before you tonight.
BL2025-846 - I OPPOSE I have questions about this, does this act the same as the Downtown TOURIST Zone? Does this also act the same as the agreement with the Music City Center? To the point do all the sales taxes collected in these zones then stay in these zones and are not shared by the rest of the TAXPAYERS in Davidson County??????
An ordinance amending Title 2 of the Metropolitan Code of Laws authorizing the creation of a Downtown Central Business Improvement District and appointing a corporation to act as an advisory board to the district with the necessary powers and authority to carry out the purposes and intent of the district.
RS2025-1351 - I OPPOSE I don’t recall electing the director of NDOT, I did elect the councilman representing me. I think the director of NDOT has way too much power and I object to you giving this position more power. In addition, I have attended community meetings with this director re the changes to 31ST AVE N and she is not very open to suggestions from the community. So no, I do not agree with this change.
A resolution amending subsection 13.32.165.D.1. of the Metropolitan Code of Laws to add language regarding compliance with guidelines to the sidewalk café dining rules and regulations.
RS2025-1352 I OPPOSE Ordinarily I would be in favor of this kind of program but with all the NGO’S and so-called EQUITY JUSTICE groups here in Nashville I cannot support this. We have people who should have been in jail or in a facility for mentally ill people loose on the street to shoot at an innocent woman taking a jog. I have no confidence in the programs that will be employed to monitor these people, and I am not clear of the kind of offenses that would be eligible for these programs. https://www.newschannel5.com/news/newschannel-5-investigates/jillian-ludwigs-parents-believe-videos-show-daughters-killer-is-competent-to-stand-trial A resolution accepting a Community Correction Services grant from the Tennessee Department of Correction to the Metropolitan Government, acting by and through the State Trial Courts, to divert eligible offenders from the Tennessee prison system by providing community-based supervision and treatment services through the Davidson County Community Corrections Program.
RS2025-1355 I OPPOSE I was never in favor of this commission and believe the $6 million could be saved by doing away with this commission altogether.
A resolution to approve the criteria for Operating Support and Thrive grants for fiscal year 2026 for the Metropolitan Nashville Arts Commission.
RS2025-1358 I OPPOSE this is so vague even the analysis is not helpful too vague. How exactly are they identifying populations at risk? I think it is clear all persons misusing substances have adverse reactions. Where is this data coming from and what data will be available to see the results?
A resolution accepting a grant from the Tennessee Department of Health to the Metropolitan Government, acting by and through the Metropolitan Board of Health, for public safety partnerships in high impact areas to use available data to identify populations at high risk for adverse consequences from substance misuse and employ evidence-based interventions that are responsive to population needs.
RS2025-1359 I OPPOSE I have not seen any HARD DATA or evidence these NON-PROFITS promoting interrupting violence or programs seem to be helping! This is over $1 million TAXPAYER dollars with no proof of success.
A resolution appropriating a total of $1,248,108 from a certain account of the Community Safety Fund for grants to various nonprofit organizations for South Nashville Community Safety programs.
BL2025-897 - I SUPPORT! You keep approving developments which take down old trees to be replaced with saplings and wonder why it is hotter downtown? Concrete, steel, and glass is an equation for heat absorption. An ordinance amending Sections 15.64.010, 15.64.130, and 15.64.131 of the Metropolitan Code of Laws pertaining to the residential infill regulation of artificial turf, multi-family structures, infill tree credits, and development plan submission requirements; and requiring commensurate updates to the Stormwater Management Manual.

An ordinance amending certain sections and subsections of Chapters 2.62, 12.56, 13.02, 13.08, 13.20, and 13.32 of the Metropolitan Code of Laws to allow the Nashville Department of Transportation and Multimodal Infrastructure (“NDOT”) to increase its permit and administrative fees over time, as necessary.
BL2025-907 - I OPPOSE An ordinance to amend Section 15.64.170 of the Metropolitan Code of Laws regarding development of athletic fields within floodways.

An ordinance amending Title 16 of the Metropolitan Code of Laws to adopt updated building codes.

About Rae:
Rae first realized the importance of the Metro City Council in 2017, when the development of a hotel in her neighborhood was proposed through BL2017-819.
After her Councilman failed to respond, she hired an attorney to challenge the development. Despite months of meetings and securing several concessions, a hotel was built instead of needed housing. This experience led to her involvement in other significant battles, including opposing the Nashville Fairgrounds redevelopment, fighting against Mayor Megan Barry's transit plan, and resisting the 38% tax increase.
Having moved to Nashville from New York in 2015, She became increasingly concerned with the direction of the city.
When the priorities of the Music City Convention Center and the Chamber of Commerce overshadow the needs of the citizens, it’s clear there’s a problem.
More recently, she's been advocating against the construction of the “new” Titan Stadium and the East Bank development.
